Interoperability is defined as:

It is not the ability to talk to everyone, all of the time."
Interoperabilty allows different disciplines to talk together, such as Fire, EMS, Law, etc. The following channels are nationwide Interop channels used in simplex, repeated, or even cross-band linked so a VHF channel can pop out on an 800MHz channel etc. Some states are setting up linked systems covering the entire state utilizing these frequencies to promote interoperabilty. They cannot be used for tacticals by single-agencies.
