The SCSO has an automatic patch for when they do three, two, or one dispatcher operations. Patched channels operate on the primary channels. When Mode 4 is patched with Mode 3, you can just listen to Mode 3. When Mode 1 and Mode 2 are patched you can just listen to Mode 1. When 1, 2, 3, 4 are all patched, you can just listen to the primary channel, Mode 1. "Two dispatcher operations" refers to the use of Mode 1 and Mode 3. "Three dispatcher operations" would be Mode 1, Mode 3, and either Mode 2 or Mode 4 (usually mode 2). "One dispatcher operations" would mean all dispatch was done from Mode 1.
